U.S. Department of Transportation (DOT) drug and alcohol random testing rates for 2025 are the same as they were in 2024, with one exception, according to the DOT’s Office of Drug and Alcohol Policy and Compliance. The 2025 random testing rates apply to covered personnel in the Federal Motor Carrier Safety Administration, Federal Aviation Administration, Federal Railroad Administration, Federal Transit Administration, and the Pipeline and Hazardous Materials Safety Administration (PHMSA).
The random drug testing rate that applies to pipeline operations, liquefied natural gas plants, and underground natural gas facilities was increased from 25 to 50 percent for 2025. (Alcohol testing is not applicable.) The random testing rate for covered PHMSA personnel was increased in response to positive results that exceeded a 1 percent threshold in 2023.
